(d) (e) (f) (g) (h) SECRET The presence of Communist troops on the Laos-Burma frontier would not necessarily be a serious threat to Burma since the Chinese Communists already have a long common frontier with Burma. The Viet Minh would be most unlikely to follow up an occupation of Laos with an invasion of Siam. The danger would be rather one of infiltration and the fomenting of dissident movements with Siam. Although the Siamese would be reluctant to take fully effective security measures, we think that a non Communist government would remain in power.
