TOP SECRET 10. The J.I.C. view is that the main Soviet land campaigns in the West, and their general priority, would be as follows:First. To overrun Western Europe including Scandinavia and Spain and thus obtain bases from which to attack the U.K. and North Africa. Second To gain control of Turkey and to occupy as much of the Middle East and the northern seaboard of the Mediterranean as possible without diverting forces from the campaign in Western Europe. (While UK JIC consider that Scandinavia and Turkey will perforce occupy a high place in the order of priority of Soviet campaigns, they do not believe that the Soviets will in the initial stages be able to sustain forces of the magnitude put forward by the Norwegian and Turkish representatives in their respective theatres, in addition to their main effort which must be in Western Europe.) 11.
