2 SECRET—GUARD (b) The seriousness of the risk would depend on the state of security in country concerned and the willingness and ability of its Governm to undertake and enforce certain specified security safeguards. (c) In addition to the export of military engines, the uncontrolled release of civil derivatives of military engines to Air Lines would constitute a security risk, the gravity of which would depend on whether the Air Lines concerned were British or Foreign, Government or Private. (d) In the United Kingdom security measures and normal commercial rivalry are effective in safeguarding manufacturing knowledge when an engine is being mass-produced.
