It seems most unlikely that the Soviet leaders believe that they could defeat the entire Western world, chiefly because of their inability to defeat decisively their foremost enemy, the United States. In the event of war therefore they would have to content themselves with the limited object of trying to create a position in which the Soviet Union would be invulnerable to land attack and considerably less vulnerable to air attack, in the hope of returning to cold war in which to continue their fight against the United States, or until strong enough to tackle her by hot war later.
