2 SECRET ANNEX SURVEY OF WORLD COMMUNISM IN 1952 General The proceedings of the Soviet Communist Party Congress in October seemed to confirm other indications that the Soviet Government had accepted a temporary stabilisation in Europe and were hoping that a period of attrition by cold-war methods, under the guise of " peaceful co-existence," combined with local warfare in the Far East and intensified subversive activity throughout Asia and Africa, would eventually recreate conditions for a more forward policy.
