(b) (c) SECRET So long as Finland remains neutral the Soviet Government are unlikely, without strong provocation, to take any drastic measures against her independence, unless they deliberately resort to general war. Short of war the Soviet Union would gain little strategic advantage from occupying Finland or engineering a coup d'etat; such measures would meet considerable Finnish resistance and of themselves increase the risk of war; and it is quite probable that they would drive Sweden into active military co-operation with the West.
