Possible French Military Policy in Indo-China

TOP SECRET GUARD 4. Our conclusions are:(a) Provided they continue to be supplied with replacements for wastage, existing French and Viet-Nam forces are capable of holding the present position in Indo-china. (b) Under present plans for the expansion of the Viet-Nam army, 30 additional Viet-Nam battalions could be ready for operations by the end of 1954. These would probably be used to release French units from static duties for offensive operations. By 1954 the Viet-Nam Air Force will be able to contribute one close support and 6 Air O.P.
