TOP SECRET ANNEX SITUATION IN INDO-CHINA Part I Review of Events in 1952 Military 1. The year began with the French withdrawal from Hoa Binh, which they had occupied late in 1951. During the summer months the Viet Minh concentrated on recruiting for and training their regular formations, while building up stocks of supplies and ammunition for future operations. The French spent the summer training the rapidly expanding Vietnam army. At the same time they initiated a series of cleaning operations in the Red River Delta and elsewhere.
