Likelihood of Total War with the Soviet Union Up to the End of 1955

2 TOP SECRET Since Communists hold that the capitalist and imperialist world will decay of itself, our view has been that the Soviet Government's programme of world revolution is a long-term one and that they intend if possible to achieve their aim without a total war, using their armed forces as a threat to support successive steps of subversion and of aggression by proxy rather than committing them to direct aggression. We thought last year that they would have been supported in this view by events in the Middle East and by the strains to which the economy of Western Europe was being subjected through rearmament.
