4. TOP SECRET GUARD integration is not advisable until agreement has been reached on the organisation, deployment and responsibilities of this combined, integrated unit. We consider that the necessary combined planning and subsequent training of the integrated unit cannot be carried out in time for it to operate by November. We feel that the British unit should be sent to Korea as soon as possible. Operating initially in the closest co-operation and co-ordination with the American E. & E. organisations, yet remaining a separate entity.
