Effects and Consequences of the Establishment of a Communist Regime in Persia

SECRET move slowly and our report envisages a period of consolidation in Persia and probing elsewhere which might continue for years. 6. We think the Russians would be unlikely to occupy or openly dominate Persia immediately because:(a) it would be a provocative act which would cut across the "world peace" campaign; (b) it would handicap them in their efforts to convert the rest of the Middle East to their cause; (c) it would not bring them any military, political or economic advantages which would outweigh the disadvantages and the additional effort involved.
