SECRET (e) The menace of the Tudeh Party is grave. Their influence and prestige have increased considerably, but it is impossible to say whether they are yet in a position to seize power. They may in any case prefer to wait so long as Dr. Musaddiq does a great deal of their work for them. Their anti-monarchical campaign may mean that they want to dispose of the Shah as a first step to power. Above all it has been established that rioting mobs in Tehran can reverse the decisions of the legally constituted authorities of the country and intimidate the Shah.
