TOP SECRET 8. Our appreciation of the latest date for starting full mobilisation is D-42 days (where D day is the date war starts). Civil defence mobilisation could probably be delayed until D-28 but might begin at the some time as general mobilisation of the armed forces. Additional formations of the Soviet Army could be expected to start to enter F. Germany on D-32 at the latest. We could expect from overt sources at least a month's warning of the Soviet strength being fully prepared for war, with confirmation of Soviet hostile intentions building up continuously thereafter.
