Likelihood of Total War with the Soviet Union up to the End of 1954

TOP SECRET (c) Provided it is made perfectly clear that in the event of Soviet aggression the Western Powers will not hesitate to wield their overwhelming superiority in atomic weapons, that superiority will continue to be a powerful deterrent. (d) We cannot, however, exclude the possibility that Western rearmament will lead the Soviet Government to believe that a Western attack is intended and therefore to start or provoke a total war before it becomes effective. We believe that such a danger exists now and will continue through the period covered by this paper.
