Soviet Capacity to Inflict Damage on the UK as a Base for an Atomic Offensive

TOP SECRET 4. Although, strictly speaking, our report deals only with Soviet capacity to impair the effectiveness of the United Kingdom as a bomber base, we think the Chiefs of Staff should be aware of our view that the more we can lead the Soviet Government to believe that Allied atomic attack may come not only from the U.K. but from a number of other widely dispersed bases (e.g. Spain, North Africa, Middle East, Okinawa), the less likely will they be to concentrate their attack on the U.K. alone.
