SECRET ANNEX I DRAFT LETTER TO GENERAL GRUENTHER, S.H.A.P.E. The British Chiefs of Staff have considered your letter of 28th January, 1952, suggesting that the Burns/Templer Agreement be revised to permit the flow to S.H.A.P.E. of certain intelligence of major interest which you say is now being withheld because of the agreement. 2. The only provisions of the Burns/Templer Agreement which could be related to the passing of intelligence to S.H.A.P.E. are those governing the release of U.S., U.K., or combined U.S./ U.K.
