SECRET In the event the W.P.C. meeting did not provide the expected climax. In its discussions pride of place was given to the disarmament theme, which was then taken up by Mr. Vyshinsky in the General Assembly. The campaign against the remilitarisation of Germany was launched through a Conference of European Workers held at Berlin in March. At the end of the year propaganda was increasingly directed at the deleterious effects on Western Europe's economy of the rearmament programme. This theme was linked with that of "peaceful co-existence" of socialist and capitalist worlds, and found practical expression in the promotion of an International Economic Conference, originally due to meet in Moscow in December but postponed until April 1952.
