The Secret Service. Directorate of Scientific Intelligence. The Security Service and G.C.H.Q. to receive all papers and to be entitled to attend any meetings as full members. TERMS OF REFERENCE (a) To keep under review the measures to improve Intelligence which have been recommended to the Chiefs of Staff and as far as possible to see that they are put into effect.
