TOP SECRET ANNEX SECURITY 1. We consider that with the exception of paras. 60 63 and 67, the subject matter of Enclosure 'A' falls within the grading "CONFIDENTIAL". These three paragraphs, however, contain statements of proportional strengths from which could be deduced existing and future defence plans. In addition the last eleven words of para. 60 reveal a strategic plan. If these three paragraphs are retained in their present form the document should be graded "SECRET". 2. We agree that Enclosure 'B' may be issued eventually as an unclassified document.
