TOP SECRET (d) Any strengthening of the defences of the Falkland Islands (however inadequate to remedy the inequality with Argentine capabilities) would become known in Buenos Aires and might be expected to have a useful deterrent effect. 4. We recommend that the Chiefs of Staff approve this report, and forward copies to the Foreign Office, Colonial Office and Commander-in-Chief, America and West Indies stations. (Signed) D.P.
