SECRET 7. We recommend that the Chiefs of Staff should give Air Chief Marshal Sir William Elliot discretion to discuss the two alternatives in paragraph 6 above with the Unoted States Joint Chiefs of Staff but that, in the last resort, he should say that we would drop the question if Australian representation if it appears that the United States would participate fully in future conferences only if these were held on a strictly tripartite basis. If the United States are not prepared in any circumstances to send more than observers, we see no reason why Australia and Vietnam should not send observers, but in that case it would seem preferable, provided French agreement can be obtained, to restrict attendance in the manner suggested in paragraph 6 (b) abo 8.
