2 TOP SECRET Soviet Land Campaigns 8. The main Soviet land campaigns and the general priority which would be accorded them would be as follows:— First.—To over-run Western Europe including Scandinavia and Spain and thus obtain bases from which to attack the United Kingdom. Whereas we thought previously that the Soviet leaders might well attempt an opposed invasion of the United Kingdom and defer their campaign against Spain, we now think that an early invasion of this country is unlikely and that the Soviet ground forces would probably follow up their advance through Western Europe with an attack on Spain.
