You will now have seen JSM 898 which shows that the Americans are now basing their refusal to take an active part in the Saigon conference on the composition of the agenda which they consider over-ambitious. They had previously (JSM 886) taken the line that they would have to bring their representative from outside the area. We fear that in both cases it is really a question of their hesitation to exchange information on the Far East and S.E.
