2 TOP SECRET 6. The Soviet Government will continue to build up their military strength. They will also pursue the following broad objectives:— (a) To split the Anglo-American alliance. (b) To disrupt the N.A.T.O. (c) To destroy the resolve of the Western countries, especially France and Italy, to defend themselves; and to foment labour unrest, in order both to slow up Western rearmament and generally to increase Western economic difficulties. (d) To prevent Western Germany from co-operating with the West, and to prevent the resurgence of German military power, which they probably consider one of the greatest possible threats to the security of the Soviet Union.
