TOP SECRET (e) The military authorities have purged a small section of the Army of Tudeh followers, but unless this process is extended to the whole of the Army, its loyalty may be considerably undermined by Tudeh penetration. (f) There is still no evidence that the Russians have been actively intervening in the oil dispute; yet they are undoubtedly profiting from the present trouble. Recommendation 3. We recommend that the Chiefs of Staff endorse this report and inform the Minister of Defence and Foreign Secretary of its conclusions.
