Biological Warfare - The Soviet Threat

TOP SECRET (b) Sabotage Methods. (i) Production of BW agents in quantities adequate for sabotage activities or clandestine introduction does not present the same difficulties as mass production. The Soviets are fully capable of producing a variety of BW agents for such purposes: the only difficulty would be that of delivery. (ii) Since the deliberate creation of epidemics is at present beyond the power of man, the results of sabotage activities against men would probably be limited in extent. (iii) Clandestine introduction of epizootic cattle diseases, however, such as foot-and-mouth disease, or rinderpest, could be acheived during peace or war, and might cause serious embarrassment.
