Communist Intentions and Capabilities in S.E. Asia and the Far East

ii TOP SECRET 4. In the light of these general considerations we think that Communist policy towards the various individual territories in the area under review will be as follows:— (a) Korea.—The greatest immediate threat in Communist eyes is probably the presence of United Nations troops in Korea and their immediate aim must be to remove that threat. Having failed to do so by force of arms, they hope to negotiate a settlement providing for the withdrawal of all foreign forces, following which their aim would be to bring about the establishment of a unified pro-Communist Korean State.
