TOP SECRET ANNEX (Cont'd) (f) Arab States. The United Kingdom has treaty obligations to Egypt, Iraq and Jordan. It is probable that the Governments of all the Arab States, with the possible exception of Egypt, Syria and the Yemen favour the Western Powers and will make facilities available to them. Should their own territories be attacked they would probably give active assistance: but it is unlikely that they would be prepared to despatch forces outside them. The Egyptian attitude will depend on the state of Anglo-Egyptian relations on the outbreak of war: but it should be possible to override any objections on the part of the Egyptians to the use of bases in their territory.
