The government, by a display of confidence and power, has largely succeeded in convincing the population that resistance is at present hopeless; but it is doubtful if it has yet broken their willingness to resist if circumstances should change. Such politically conscious resistance as has remained in being is controlled by WIN (Freedom and Independence) with perhaps a thousand fully initiated members spread over the whole country.
