In this paper the word "sabotage" is reserved for acts of physical damage to property carried out covertly for the purpose of assisting a hostile foreign power or of furthering a subversive political aim. 2. Acts similar in their effects may be carried out by raiding parties which seek to achieve their object by force. 3. Acts also similar in their effects may be carried out by individuals for personal motives, spite or a sense of grievance arising from real or imagined injustice.
