SECRET 3 unions in countries not affiliated to it. The latter aim was treated not as an end in itself, but as a contribution to the struggle for peace. Both the W.F.T.U. and most of its dependent professional trade departments pointed in general terms to the importance of opposing the manufacture and transport of war materials. During the year it became clear that the attempt to direct labour discontent into purely political channels was having little success, and accordingly more attention was paid to supporting the economic demands of workers in Western Europe, as a method of hindering the rearmament of the Atlantic Pact area.
