TOP SECRET Area of Responsibility 5. The area on which J.I.C. (Germany) is responsible for the collation of intelligence gained is the whole of Germany. The area on which J.I.C. (Germany) is not responsible for collation but has the duty of watching developments and of keeping members of the High Commissioner's Military Conference informed, is the Soviet Union and the Satellite States bordering on Germany. Terms of Reference 6. The functions of the Joint Intelligence Committee (Germany) are as follows:(a) To furnish the High Commissioner and the Service Commanders-in-Chief with co-ordinated intelligence reports and joint appreciations concerning external and internal threats to the Western Zones of Germany and to the British, French and American Sectors of Berlin.
