TOP SECRET GUARD COMMENTS ON CENTRAL INTELLIGENCE AGENCY REPORT ON PROBABLE DEVELOPMENTS IN EASTERN GERMANY BY THE END OF 1951 ORE 34 50 GENERAL COMMENTS We are in general agreement with this report, but have the following detailed comments. Page 2, second paragraph. We agree that the Soviet Government is unlikely to invite a second failure by instituting another 1948 type blockade. If, however, a further blockade were to be attempted the Soviet Union might consider that it could be made more effective by Jamming air navigational aids.
