TOP SECRET (c) Economic. There have been numerous reports of attempts by the Soviet Union and the Satellites to obtain strategic materials from the West with short delivery dates. Petrol rationing has been introduced in Roumania, Bulgaria, Hungary and Czechoslovakia, although collectively they should be more than self-sufficient in petroleum products. Increasing emphasis has been placed on speeding up production in Roumania, Bulgaria and Hungary, as well as in Poland and Czechoslovakia. Men between the ages of 18 and 30 have been registered in Hungary and possibly in Bulgaria and Roumania.
