TOP SECRET 5. Steps were taken to improve all branches of the communications system, but the railway system continued to be inadequate. Ground Forces 6. As a result of demobilisation only a limited number of soldiers with war service, excluding regulars, are still serving in the Soviet Army. Reorganisation and mechanisation has progressed and good use was made of the 1950 summer training season. The efficiency of the Army has continued to increase. 7. In Germany there is still an unusual proportion of armour to infantry, chiefly caused by the reforming of two Soviet Mechanised Armies from cadre form in 1949.
