TOP SECRET ANNEX A.—MORALE Part I.—Soviet Armed Forces Army 1.—(a) Morale in formations and units within the U.S.S.R. continues to be good, due mainly to the following factors :— (i) Soviet Army personnel have a high status in the eyes of the population of the U.S.S.R. as " defenders of the fatherland "; they receive better rations than the average rations for the civil population, and have privileges as regards the purchase of goods which are in short supply. (ii) Increased attention to man-management and welfare has been noted.
