2 TOP SECRET ANNEX Scale and Nature of Attack against Sea Communications, 1951 and 1954 Introduction We consider it both reasonable and prudent to assume that the Soviet Leaders and Navy have devoted considerable study to the problems of Sea Power, to the vulnerability of Sea Communications, and to German and British experiences in two world wars when our sea communications were only maintained by a narrow margin. How much has been learned from the lessons of history is a matter of conjecture, but the indications are that Soviet Naval preparations proceed on enlightened lines.
