Restrictions on Movements of Diplomatic Members of the Soviet & Certain Satellite Missions in the U.K.

SECRET Foreign Secretary that the execution of the original Foreign Office plan as amended would be welcome from the point of view of security. It was pointed out that the Russians could probably obtain as much information through their Trade Delegation as they could through Service Attaches. It was a comparatively east matter, for example, for them to disguise a tank expert as a trade delegate. Such an expert, who would thus be able to move freely in areas where tank production was taking place, would be able in a short space of time to assess um characteristics, etc., of our modern tanks.
