TOP SECRET DISCREET ECONOMIC FACTORS 8. Several of the paragraphs in the section "Economic Factors" seem to relate more to present conditions than to probable conditions in 1954. We feel that the section might well devote more space to supporting some of the statements made and to describing some of the measures likely to be adopted to correct the shortcomings quoted. We feel, in particular, that more argument is required to support the important deduction made in the last sentence of para. 27. MILITARY FACTORS Paragraph 9.
