SECRET It was then stated that the proposed security checks would require careful timing. If the proposed checks within the Metric system were carried out before the conversations on security in a certain country were held, there was a danger that the country concerned with the latter talks might shelter behind a satisfactory state of affairs revealed by the Metric checks. The fact that the Chiefs of Staff were to approve the terms of reference of the inspecting team before the checks were instituted provided the opportunity to co-ordinate timing as might be necessary.
