CONFIDENTIAL decision as to whether or not information pertaining to a particular area will be transmitted in cypher shall be subject to inter-departmental and/or inter-national agreement. 4. The United States Chiefs of Staff consider that the United States policy does not prohibit the negotiation of agreements to encypher unclassified weather information in any theatre of operations in time of war when such action is in the over-all military interest. They believe, however, that it is premature to conclude that the situation in all operational theatres will warrant the adoption of such measures and they recommend that the United Kingdom Chiefs of Staff accept a policy substantially on the lines of the United States policy as a common policy to be submitted to the North Atlantic Treaty Organisation for adoption.
