TOP SECRET THE COMMITTEE viewed with extreme concern the state of affairs revealed by the loss of the various documents, and considered that, from the security point of view, it was of utmost importance that the constitutional difficulties involved should be overcome, so that the necessary steps could be taken to ensure that losses of this nature did not occur in future. It was accordingly agreed that the Minister of Defence should be invited to raise this question with the Secretary of State for the Colonies.
