TOP SECRET (d) They will concentrate during 1950 on reducing the powers of resistance of the Germans in West Berlin by simultaneous application of the following four techniques:(i) The fullest possible use of National Front Propaganda. (ii) Attempts to infiltrate Communists into the political life of West Berlin. (iii) Exploitation of West Berlin's economic difficulties. (iv) Mass political demonstrations and threats of physical force. They are also likely to institute a further phase of interference on the autobahn.
