TOP SECRET Implications on Neignbouring Countries of War between India and Pakistan THE COMMITTEE next discussed the report by the Joint Intelligence Committee on the implications on neighbouring countries of war between India and Pakistan. Referring to paragraph 2, the Committee did not agree with the Joint Intelligence Committee that if India were to eliminate Pakistan in a very brief time, the rest of the world would have no option but to accept the situation. The wholesale massacre of minorities which would occur as a result of war would have a profound effect upon world opinion.
