TOP SECRET (ii) Trade relations with both European and FarEastern Satellites were strengthened during the year, while trade with other countries was reduced. (iii) In general, efforts have been continued throughout 1949 both to improve the Soviet economy as a whole and to maintain armament production at a high level. Its main weakness is the railway system, which, in spite of improvements, remains inadequate. (c) Land Forces. (i) A steady increase in the efficiency of the Soviet Army and in the security of its bases has taken place during the past year.
