ANNEX THE USE BY THE GERMANS OF SOVIET NATIONALS AGAINST THE SOVIET UNION IN THE LATE WAR INTRODUCTION German policy towards anti-Bolshevik Soviet prisoners was at first left by Hitler mainly in the hands of Rosenberg, who was appointed Minister for the occupied territories in the East. Rosenberg aimed at the dismemberment of Russia and supported every form of separatist movement. Convinced, however, that a speedy victory awaited them on the Eastern front, the Germans began the campaign against the Soviet Union with no intention of having as their allies Soviet anti-Bolshevik prisoners of war.
