This is a careful statistical survey, and contains much that is of value in appraising the capacity of the German railway system today. It is not, however, by itself an adequate basis for judging the system's "potential under emergency conditions," and we therefore agree largely with the dissenting note by the Intelligence Division of the United States Army given on page 13.
