Photographic Reconnaissance of French Indo-China. Report by the Joint Intelligence Committee

TOP SECRET (b) With virtually the whole of China in Communist hands, it is likely that Communist activities will be increased against French Indo-China in the near future. Thus the time left in which a survey can be made may be limited. If the survey is not carried out new, it may not be possible to meet any future operational requirement for topographical information on French Indo-China. (c) The requirement for the survey is made the more urgent by the fact that unless it is completed between November and March, climatic conditions will compel a delay of a further year.
