TOP SECRET 4. The proposed increase in concentration of the Land Security Services may be of advantage to both supervision and liaison. We consider it, however, to be vital that we should take the opportunity of such a concession to German desires to consolidate the position designed for our liaison officers. This position will depend initially not only on the confidence the German Security Services feel in the personal competence of these officers but on their confidence in the technical ability, sound advice and information of the British services.
