TOP SECRET ANNEX THE RUSSIAN AIM We consider that the Russian aim of a campaign against Scandinavia would be as follows:(i) Sealing of the Baltic. (ii) Providing naval and air bases for operations against the Atlantic trade routes. (iii) Providing early warning and interception facilities against possible British and American bomber attacks against Western Russia.
